“Testing improves the deployment process. If we miss any step in that testing process, we are going to have to come back out, spend more time to figure out what (the problem) is—whether it’s a broken or dirty fiber, anything like that. So you need to make sure everything is good before you leave that site, because if you have to come back you will spend a good amount of time on it to fix it.”
